HMIC Race Equality Scheme 2002 - 2005

The Race Relations (Amendment) Act 2000 placed a statutory duty on public bodies to have due regard to the need to promote race equality.

The subsequent Order issued in 2001 set out specific duties to help public bodies meet their obligations under the act. One of these duties requires the publication of a Race Equality Scheme (RES).

The Home Office, along with all other government departments is a public body and has therefore published its own Race Equality Scheme, which overarches all of its functions. In addition, individual associate schemes should be in place for each of the constituent parts of the Home Office, which reflect the special needs and priorities of those parts and which support the overarching scheme. Her Majesty’s Inspectorate of Constabulary (HMIC), though independent, comes under the auspices of the Home Office and its overarching scheme and has therefore published this Associate Race Equality Scheme. HMIC’s statement of purpose and values is attached (Appendix A)

The Race Relations (Amendment) Act 2000 strengthens and extends the original Race Relations Act 1976. This Act places a general duty on listed public authorities to promote race equality. This duty means that in everything they do, the authorities should have due regard to the need to:

  • eliminate unlawful racial discrimination
  • promote equality of opportunity
  • promote good race relations between people of different racial groups


In addition to the general duty, the Race Relations (Amendment) Act 2000 places two specific duties on listed public authorities:

  • The publication of a Race Equality Scheme. This scheme must detail the policies and functions which are relevant to meeting the general duty, and the arrangements which will help to meet the duty in policy and service delivery
  • The undertaking of detailed monitoring of employment procedures and practice
