Basic Command Unit (BCU) Inspection Reports for Cheshire

As part of a Force improvement process, Cheshire Eastern Area BCU was created in April 2005 from the former Crewe and Macclesfield divisions and the Congleton section of the Congleton and Vale Royal division. Although each of these divisions had been subjected to separate BCU inspection processes, the recommendations from each of the reports were carried forward to the new BCU structure.

A mixed picture of performance indicates that there is scope for further improvement. While local tasking and co-ordinating processes have improved and there is a well embedded performance culture based on crime reduction and detection targets, better use could be made of incident analysis and PDR to achieve a greater understanding of problems and trends, and to focus both individual and team activity. Translating the ‘Putting People First’ philosophy into strategy is a critical first step in establishing a comprehensive point of reference to guide activity and measure performance.

Between 7 and 11 February 2005 Her Majesty�s Inspectorate of Constabularyconducted the Inspection of Macclesfield Basic Command Unit (BCU).

In Her Majesty�s Inspector of Constabulary�s professional judgement, atthe time of the first monitoring visit, insufficient action had been takento adequately address recommendations one, three, four and five of theoriginal Inspection report. Therefore it was agreed, in consultation withthe Chief Constable, that this further visit would be used to examineprogress against these specific recommendations.

The Inspection team considers that not all the recommendations madehave been rigorously addressed. An initial resistance to therecommendations exacerbated this. However, the Inspection team issatisfied that the recommendations are now accepted.There has been an increase in recorded crime, notably in the areas ofburglary dwelling, viole nce and total recorded crime, and performance inthese areas is poor compared with the BCU family and getting worse.The Inspection team recognises that the detection rates for vehicle crimeand burglary dwelling are good compared with the BCU family and havecontinued to improve since the 2003 Inspection.
