The BCU experiences significant seasonal variation in crime, linked to the area being a major tourist destination during the summer period. Whilst the periods set out above are the standard comparators for HMIC revisits (six months over the BCU inspection compared to the comparable six-month period the following year) it is the case that due regard has to be taken of the seasonal variation and heightened demands on the service during the summer period.

The process of the inspection is tightly focused on leadership and performance,coupled with a pre-inspection analysis of key data and documents. These documents, dataand other BCU issues are explored through an initial meeting with the BCU commander,and then a series of interviews, meetings and focus groups during the week of theinspection. The process is brought to an end with a verbal debrief, and outline of the keyfindings to the BCU commander and his or her senior management team (SMT).

Between 16/6/03 and 20/6/03 Superintendent Steve Roberts and Chief Inspector PeterGlover carried out an inspection of Western Dorset basic command unit (BCU), (referred tolocally as a division) on behalf of Her Majesty�s Inspectorate of Constabulary (HMIC).

Since the BCU inspection in 2002 the divisional command team has changedsignificantly. The divisional commander has been in post for six months prior to therevisit and the greater part of the senior management team are new or relatively newin post. The new management team have approached the task of improving theperformance of the BCU with energy and thought. They have introduced a phasedrestructure of both posts and procedures which has been well received by staff andcommunity alike. This has included the refurbishment of the BCU estate to serve theneeds of their strategy.

The inspection of the Bournemouth Basic Command Unit (referred to locally as a division)was carried out on behalf of Her Majesty's Inspectorate of Constabulary by Chief Superintendent Andrew Hollingshead and Chief Inspector Amanda Hills between the 22 and26 April 2002.
