This report is the second re-visit of Durham South BCU. The original report was published in April 2005. It outlines significant developments that have occurred within the BCU and assesses the impact of actions taken by the force in light of the recommendations made by HMIC during the previous inspection.

Her Majesty’s Inspector is disappointed that the original recommendations have not yet been completed (mainly due to significant changes within the command team). The original inspection report identified the need for additional command team capacity within the BCU and, at the time of the revisit, this had not been addressed. It is understood that with the devolvement of the roads policing unit, an additional chief inspector post is to be provided within the BCU.

There have been significant changes to the senior management team (SMT) since the original inspection including the appointment of a new BCU Commander and a new operations manager (superintendent). The area response manager (chief inspector) has moved to the post of area community justice manager whilst the latter is on attachment to a project at headquarters. The role of area response manager is currently being filled by an acting chief inspector.

There are over 300 basic command units (BCUs) in England and Wales and no two are alike. They vary in size from over 1000 officers to just under 100; some serve densely populated, ethnically diverse inner cities, while others cover vast tracts of sparsely populated countryside. What they do share are some key aims and objectives, specifically to work with partner agencies in reducing crime and disorder in their areas, and to do so with integrity. Scrutiny of police performance is shifting from aggregate force outcomes to the performance of individual BCUs, recognising that policing is essentially a locally delivered service.
