Cleveland Constabulary has undergone substantial change over the past two years, and the process iscontinuing with developments in many areas. The move to district basic command units in 1992 wasfollowed in April 1995 by devolved financial management to an unprecedented degree, with budgetholders controlling almost every aspect of local expenditure, including salaries. District commandersare able to decide on levels of personnel, the mix of police and support staff, and deployment ofresources, constrained only by force policy. Their agreement is also required for the provision ofcentral support services, ensuring that service delivery is the primary function of the organisation. Inan environment of �advanced devolution� there will be a need for force command to ensure thatcorporacy on forcewide policy issues is not compromised.
