PNC Audits - An Introduction to the Process

In 1998 a Police Research Group Report was produced on PNC Data Quality which highlighted concerns and issues relating to the quality of data being inputted onto the PNC.

In 2000 “On the Record” was produced that further highlighted the problems relating to data quality and the management of PNC data. The report recommended that HMIC would monitor force performance against a set of targets embedded in the ACPO PNC Compliance Strategy.

The Home Office, Ministers and the Information Commissioner became aware of the failure of forces to grasp these issues and a further two reports were produced by HMIC in 2001 & 2002.

In 2003 the HMIC PNC Compliance Audit Team was created comprising of 3 auditors based in our offices in Wakefield (Steve Embrey-Jones and Ruth Hirst), and Bromsgrove (Lynne Scott-Morgan); and 1 manager (Gordon Mackenzie) based in London.

The Team carry out focussed PNC inspections of all forces in England & Wales and on invitation from HMIC (Scotland) inspect the eight Scottish forces. The first inspection was in August 2003 and the team is currently on target to complete the inspections of all forces in England, Wales and Scotland within the three year inspection cycle.
